In this talk, I will discuss on the following two problems: (1) Beyond the electric dipole approximation, the higher-order electric-quadrupole bulk contribution to surface SF generation may not be negligible. The problem has been the lingering doubt for decades, and is particularly important in dealing with media that do not have a strongly polar-oriented surface layer; (2) The second challenge is how to probe molecular structure of the first few monolayers at charged interface, e.g. charged water interface. Such atomically-thin layer governs the properties and functionality of the interface, including electron and energy transfer through interface in solar cell.
